So she did not receive any instructions from Tyrell in regards to Elliot, and she is working on her plan all on her own. She probably doesn’t even know Elliot’s real name, as she calls him ‘Ollie’ when she goes to see him in episode 11.So what is she doing? The parking guy tells her, “what are we doing? protecting a scrawny kid in a hoodie?” That’s what he assumes, but i think is not the case at all. Joanna has no reason to protect Elliot. All of her planning revolves around protecting Tyrell [even getting involved with the bartender to use his love and affection to persuade him to testify against Scott and thus removing suspicion about Tyrell’s complicity in the murder of Scott’s wife], and because she knows Elliot has worked with Tyrell and was spotted in Tyrell’s car, she knows he’s connected to her husband somehow. She thinks that Elliot probably knows where Tyrell is, and allowing FBI to find out about him is not a good move. That’s why Joanna bribes the parking attendant to lie to FBI about having seen Elliot in Tyrell’s car, thus removing Elliot as a potential suspect/witness.
